The Citizen Platform of the CESC of Saint-Martin is a space dedicated to strengthening the dialogue between the Council and the inhabitants of our island. Our platform aims to give more space to your voices. Here, you can participate in surveys, express your opinions via our form, and even vote on topics that are important to you.

Your contributions, whether they are testimonies, lived experiences or concrete proposals, are essential to guide our work and decisions. Together, we can identify and prioritize the themes that impact our community the most, ensuring that your ideas and concerns are at the heart of our mission.

Giving a voice to residents

The CESC en Plein'Air is an innovative citizen approach led by the Economic, Social and Cultural Council of Saint-Martin.

The idea is to leave the walls of the institution to meet the inhabitants and create a space for dialogue accessible to all. In the neighborhoods, in the squares, at the beach or in the premises of the CESC, everyone is invited to share their experience, their concerns, their proposals.

Our philosophy is that of a popular agora, a place where we debate, we learn, we share our experiences and our visions, always with respect for others. It is this diversity of opinions and perspectives that is the richness of the citizen debate and feeds our work.

We want citizen participation to become a natural reflex in Saint-Martin.

CESC En Plein Air:
“Imagining society together in 2050”

In October 2025, the CESC is organizing a series of five citizen workshops and micro-sidewalks open to the population.
These exchanges are part of a national referral sent by the Government to the Economic, Social and Environmental Council (CESE):

“For a sustainable, sustainable and inclusive social model by 2050”.

The debates will focus on five main themes:

1. Make a dignified living from work
2. Social protection and solidarity
3. Planetary boundaries and climate
4. Democracy and civil society
5. Peace in the world

The contributions collected in Saint-Martin will feed into the CESC report, sent to the CESE and will be the subject of local public feedback. This is an opportunity for each inhabitant to participate in a national reflection based on our local realities.

What is CESC?

The Economic, Social and Cultural Council (CESC) is the fourth institution of the Collectivity of Saint-Martin after the Territorial Council, the President of the Territorial Council And the Executive Council. The CESC must issue opinions and recommendations on economic, social and cultural deliberation projects of the Collectivity of St-Martin. It benefits from an organization that allows it to be relatively independent of any political event.

What is the role of the CESC?

The role of the CESC is to support and advise the Territorial Collectivity on all projects that have an impact on civil society and more particularly in areas concerning it.

Who are the members of the CESC?

The CESC is composed of 23 advisers; women and men in the field who come from and represent society. They represent professional groups, associations and unions that participate in the economic, social and cultural life of the Collectivity of Saint-Martin. The term of office of advisors is 5 years.

What is the “Governance” at the CESC?

The CESC is governed by a Bureau composed as follows:
- 1 President
- 4 Vice-Presidents
- 1 Secretary
- 1 Quaestor

How do I become a member of the CESC?

To be a member of the CESC you must have reached the age of majority, be of French nationality, be a qualified elector and have been active in the country for at least two years. You must also be an active member of an association or be part of the other organizations and categories represented within the CESC. After consultation by the prefecture, members are appointed by prefectural decree.

How long has the CESC existed?

The CESC has existed since Saint-Martin became an Overseas Collectivity (COM). It was created on December 18, 2007 in application of the Organic Law of February 21, 2007.

What are the different committees of the CESC?

The CESC has 6 committees and 1 ad hoc committee:
- Health, Social Protection, Security, Training and Employment Committee;
- Youth, Sport and Leisure Commission;
- Culture and Community Life Commission;
- Commerce, Crafts, Industry and Industry Commission;
- Tourism, Fishing, Boating, Agriculture Commission;
- Environment and Energy Commission;
- Adhoc Legal and Fiscal Commission.

Where is the CESC located?

The CESC is located at 21 rue de Hollande, Saint-James. Its offices are open from 8:30 a.m. to 4:00 p.m.
