Presentation of the CESC

The Economic Social and Cultural Council (CESC) is the 4th institution, participating in participatory democracy. He represents organized Saint-Martinoise civil society. A true Territorial Think Tank, the CESC gives opinions, advises and supports the Collectivity in its decision-making in the service of the general interest.
Its role is to promote citizen expression on subjects affecting the territorial strategy and the future of the Territorial Collectivity of Saint-Martin. The CESC is therefore regularly consulted on the effects of territorial decisions and the issues to be taken into account for the benefit of the community of destinies that is the Saint-Martinoise Community.
Its role and responsibilities are governed by organic law. Coming from territorial civil society, the CESC is the guarantor of citizen participation and the renewal of ideas. It is the instrument of participatory democracy in the Territorial Collectivity.
Role and Mission
The Economic, Social and Cultural Council is independent and assists the Territorial Council in an advisory capacity, in particular on:
- the budgetary guidelines of the Territorial Collectivity;
- the main territorial schemes;
- the preparation of the Saint-Martin Development and Sustainable Development Project (PADDSM)...
- decisions that may affect the population,
- etc...
In particular, the Economic, Social and Cultural Council gives its opinion on projections and the assessment of the results of the implementation of budgetary guidelines.
On his own initiative, he can also give his opinion on any project or proposal for deliberation in economic, social or cultural matters. The representative of the State may also consult the CESC in his field of competence. The main mission of the CESC is to inform and support, through the work it carries out and the opinions it delivers, the territorial elected officials who are its privileged interlocutors. Even more, its productions aim to report on the opinion and concerns of civil society in order to share with the various actors and decision-makers working for the benefit of Saint-Martin.
Composition of the CESC
The CESC is composed of 23 members from civil society and is organized into committees. It meets regularly in General Commissions and Plenary Assemblies in order to give opinions to the majority of members.
Its members are representatives of professional groups, unions, organizations and associations that contribute to the economic, social or cultural life of Saint-Martin.
Appointed by the prefect on the proposal of socio-professional bodies and organizations representing territorial civil society, the CESC brings together women and men from the field.
The Minister for Overseas Territories may also designate a qualified personality, based on the technical nature of his profession.
All members of the CESC are renowned in economic, social, cultural, cultural, educational and associative spheres in Saint-Martin.
They come from:
- businesses and the economic world (employers' organizations, consular organizations, consular organizations, farmers, liberal professions, etc.);
- representatives of trade union organizations of employees;
- members of associations and higher education;
- qualified personalities.
The number of representatives of each activity category corresponds to its importance in the economic, social and cultural life of Saint-Martin.
The members of the Economic, Social and Cultural Council are appointed for a term of five years.
